Honor Capsule, this HAS to be a bug. right?...

So I have been highest honor available since they released the higher levels. The day they opened up honor 3 i got it, same with 4 and 5. In all this time I have only gotten 2 Honor Capsules. Only 2.

Now, normally I wouldn't complain, I mean free shit right? Well, the problem is I am getting literally free SHIT.

Capsule #1: Garen Champion Shard (aka (not even a) 450 IP champ) Capsule #2: Singed champion shard (aka (not even a) 450 IP champ)

I own every champ already so that doesnt help at all. I feel like this is bugged because everyone I have talked to says the are getting like Garen and other super low level rewards every capsule as well that are just like, "really?"

Anyways riot is this a bug? I thought we were supposed to be rewarded for not raging at the bronze 5 adc in Gold 3 ELO...
