[Client] Some game options can't be changed from in the client!

A minor bug. Specifically, Interface > Tooltips section exists when you are in a game, but not when you are changing settings from the client/launcher. The only reason I mention this is that most/all other game-specific settings can be controlled from the client, so it's odd that this section in particular is missing.
