Janna targeting bug?

Hey guys I've played a few games since yesterday when the patch dropped and one of the biggest things I've noticed is with Janna. Its a very simple bug but never the less it confuses me. So here goes:

Before whenever you would press E ( Janna's shield ability- Eye of the Storm) You would receive a aim/target icon. That way you could visually see who you're selecting to receive the shield. However since yesterday it doesn't show up when you press E nor does your mouse change to the Aim/Target icon.

This becomes confusing to me during a team pile up because that visual is gone. I did notice however if I hover my mouse over my team mate and pressed E the shield would go to them.

Not sure if this was an intentional thing with Janna or just a Bug since the new roll out. Thanks!
