Champions Get Blocked the Minions.
Champions in game get blocked by minions sometimes. That is why they can't walk/run out of them, unless they use the Phantom Dancer's Unique Passive. Is this a bug for champions or minions?

It's intentional. Having the ability to avoid unit collision is a chasing / escaping advantage. It also creates advantages for champions with any form of a movement ability as they can all clear a minion.
It gets frustrating when you're returning to Lane and get caught in the minion wave due to pathing. So your optimal route to Lane is slower, you manually have to avoid the minions. Otherwise though it's part of the game.
