LoL interface disconnects me

The interface always disconnects me and it is hard to get into a game because even in champ select I can be disconnected but usually it happens in ready check. Now I got a message that I may get a penalty because I declined to many games, I did not decline once, LoL disconnected me every time. I do not get disconnected in game so why can't it keep me connected while searching for a game?
