Client wont fully start :/

So i started up my client, however It never fully loaded in. It only shows the rectangular dark blue base for the client. I've tried closing and reopening, using Ctrl+Shift+Esc and using End Task. NOTHING WORKS HELP.

side note: oddly enough i closed steam and DOTA cuz i thought i'd try it.... is this revenge Rito?

i suggested restart the computer, always work because seems like there may be a bug.
