[GAMEPLAY] Resetting game causes Minion Spawn setting to be inverted and prevents spawning

If a player uses the option to reset the game while the Minion Spawn Disable toggle is active, this bug disrupts minion spawning and the function of the option.

This has occurred multiple times and I do not see any other outside factors involved in it (e.g. champion, summoner's).
