kept trying to use E in ARAM and half the time it just wouldnt go until i Q'd first.

Anything to help reproduce the bug? Soraka E was working for me in ARAM just a day or two ago, so it must be something specifically related to your settings/computer/actions.

it was working fine yesterday, only today i got it, i recall someone else posted about the same bug before too, but i cant find that OT now.

UH, hmmm. All I can think of is this, E doesn't work with Minions, only champions. But I don't know if that would cause an issue E not working until Q. Try doing the same thing in 5v5 and see what happens.
