[Gameplay] Chat Bug

Whenever I type into the chat log my game randomly bugs out. Movement is locked onto the "Attack Move" command, and I cannot move anywhere unless it involves targeting an enemy. In addition, this bugs the UI, meaning I cannot level up abilities, Recall, or purchase items from the shop.

I do not know why this bug , only that it solely occurs after using chat. It started a month ago, and after repairing my client and reinstalling the game, the bug has persisted.

Here are my computer specifications:
