5100 ip for a 6300 champ?

Im not sure if this is a bug or intended, but currently you can buy 3 champion shards for 1700 and a total of 5100 ip. and forge them together for a random champion.

So if you own every champion which cost less then 6300. you can get the least 20-30 (not sure how many they are) for 1200 ip each less.

Is this working as intended? is the random chance worth 1200 ip?

If i got anything wrong then sorry in advance.

Think of it this way. You pay 6300 to get EXACTLY what you want. You can choose to pay 5100 if you just want to fill out the roster. I wish they'd done this before I had everything, it's a nice way to save ip while filling out the roster on the champions you won't really play.
