Xerath Q is broken

I was having a good time playing aram with some people today until my last game where I get Xerath it was about 10 minutes into the game and all of a sudden I died and when I spawned I could not activate my Q ability. I retried after dying again with still no luck.

Doing research in the past this bug has happened numerous times to different people in the past year and has been reported many times.

Either riot does not wish to bother with it till it screws up a LCS match or they just don't care.

Bump if you play Xerath, but don't want this glitch to happen to you, cause it currently can.

Or! and i know this may be hard to understand, but, maybe, There is an absolutely massive amount of code to dig through looking for the cause and they haven't managed to isolate it, It seems it can happen to many abilities on numerous champs, they are more then likely concerned about that,
