Ghost Bug in League of Legends?

Strangely enough I have noticed this also in my own games and chalked it all up to "Being Ganked Alot PTSD"
This is mere proof that I am ok and league just has more bugs in the form of Ghosts.... Or is it a new champion? I have no idea.
EDIT: So the "Today on the Korean Server" Messaged me on Youtube and they told me it was Braum! Legit this bug is still a bug but atleast its a confirmed champion now lol Also it happens after he recalls.
