Azir E on cd in teamfights and moves 0 units

This has happened dozens of times to me and I was wondering if someone could console or explain the situation to me. As destroyed as Azir has been getting in lane because of the recent nerfs and changes, there's still a load of bugs with his soldiers, ult, and dash (e). Anyways, so I'll be playing the birdman and I'll be in the middle of a fight, when I intend to dash, but Azir does not move. Consequently, his e is also on cooldown. But Azir moved 0 units. So what the hell? No cc is happening, nor silence, or even slows. Just damage is being done to Azir. Many atime. Anyone else? There has been enough times where the skill does work though, so this is why I'm confused. I wish I could record my games to show some bits, but this is just something I am very confused about. Is this a bug?
