Teammate's Abilities Didn't Work

A Kat on my team dc'd maybe 30min into a game, came back in a matter of ~10s, and her Q, R, and B did not work. She was able to move 4 main abilities onto A, S, D, and F which worked fine but w/e function binded to Q, R and, B would not do anything.

This isn't my bug so ofc I can't go much more into detail than that.
