Sword Breaker Bug

Sword Breaker is suppose to have a mild chance to prevent a target from using Basic attacks. However, it completely silences the Target in general. they can still build up mana, however even CASTING is prevented. I tried to protect my double Brand while he was on a inferno square, however a sword breaker Twitch with his piercing shots shut him down. not only could he not auto attack, but he sat there for 12 seconds before he died at full mana without casting his ulti. this happened all 3 times I faced the guy. It also happened again a player with a dianna with sword breaker. My nami and Brand could not cast even while at 100% mana.

This item has been like this since set 1, ill admit, even i abused it. running on hit lucian with sword breaker, hush, and the shrinking sword, was beyond broken an carried me to high gold. however back then i forgot about BOARD being a thing to report these issues.
