Champ on bottom row unclickable

Had my 9th voli on selection screen clicking for 3 turns could not get him to complete my lvl 3 voli. Kinda screwed things up for me. Not the first time I wasn't able to select a champion. I had enough gold. Champs involved on field.

lvl 2 voli, 1 brand 1 kennen 1 lvl 2 liss lvl 2 braum lvl 2 ashe lvl 2 pyke in selection tray lvl 2 sej 1 lvl 2 voli 2 level 1 volis thats it.
