No OT bug

Is there a reason this bug wasn't hotfixed and riot's just waiting it out until next patch? It's a major enough bug that it's influenced almost every game I've played this patch. I've demoted 4 times, and have placed lower in top 4 than I should have solely because of this extremely bullshit bug. I just demoted for the 3rd time out of plat 1 because it.
