Redemption bug

I was just playing a game against a team and their garen had a redemption. The item reads "at 25% health heal all nearby allies for 1000 health." Garen was at 100 health with a maximum of 2360 health, he healed FULLY. As did everyone else in the circle where redemption hit, this is clearly severely bugged, fix it.
