Stuck in loading

So every single game without fail my game will not load into the game until usually after the first or second round. What does that mean for me, well for one I can never choose my first champion, so I am at the mercy of whatever the other players left me and the game picks. It really makes choosing what kind of play style I want to play. I could get a new computer, but with what money? Please help me Riot!!! (PS my brother logged into his account and he also has the same issue)
