Frozen Heart not affecting Assassins
I used Frozen Heart earlier today and noticed that it wasn't working against a player running Assassins. The snowflake icons did not appear on his champions and their attack speed did not appear to be slowed.

I also am having this bug. I reported it to riot but who knows if we'll see a fix in the next patch. Best thing to do is not build it since it's a waste of items at the moment.
