Stuck in Loading Screen bug (critical bug)

Got to like 31% on loading screen and the circle top left stopped moving and i couldnt escape it no matter what other than restart PC. Not my PC, i& core processor, 2070 graphics card, and runs all other games on ultra settings perfectly, usually get 250fps - 270 on LoL
