Teemo is not the devil
It's just a rumour spread recently about him by people who find it difficult to deal with creative abilities

Teemo being a devil or some evil being was brought upon by Riot themselves, more or less. First of all, his lore literally tells the reader that he's "strange" in a sense that he is extremely cold-blooded in combat and shows 0 remorse in killing despite his respectful appearance. This is resonated given his gameplay pattern is "sadistic" in the same vein as someone like Singed, to say the least.
This then got meme'ed as there was a period where Riot was very keen on using Teemo as a mascot, which amplified the negative impressions players have towards him.
It doesn't help when Riot did Omega Squad Teemo, which is in an alternative timeline of League, where Teemo is portrayed as an insane and highly combative spec ops soldier suffering from severe PTSD.
And it becomes capital when the fan-requested Devil Teemo actually became an official skin, Little Devil Teemo.

So yeah, at this stage, Teemo being evil is kinda stuck lol.
