I beat the game, I reached 0 rp and 0 ip Example: 1, 2, 3, 4.

When you reach a milestone you have a chance to play with a Rioter if you ask on the boards, (usually k markers, like 1k wins, 2k wins and so on) this post explains it pretty well.
