If it had an MMR penalty we could get rid of the problem. Have a dodge lower your MMR by what a loss would otherwise. Now there's no point in dodging for free wins, since you take auto-losses on every dodge. No point in not trying if even the WORST result from playing is the same change in MMR, with some IP thrown in.
And people who DO still dodge will be stuck at 800 elo permanently because they're all scrubs.

I don't play ARAM at all, I don't really like the mode, but I can understand that dodging pretty much defies the whole concept of the mode.
They should put a harsher timeout penalty for doing that.
Probably normal blinds? If you aren't trying to play Kalista it'd make a lot more sense to just go into teambuilder.
