Are the aspect of the dragon stacks not in the game yet? Just wondering. If they are how do you check them?

Basically: The game's still in season four, preseason hasn't started (the dragon buff/monster buff/new jungle items/scuttlecrab/etc.), but they decided to bring the map out early for live testing.
The new map is a bit laggy and the red and blue buff spon time has not been changed.
Only the new Rift visuals are here, the actual season changes aren't here.
