Why am I getting paired with Bronze and Level 20s in Team Builder?

I'm Gold and I understand that I'm playing someone that I dont play with often, but I really dont see why I'm getting placed into games with players of a lower level than I am.

I understand Silver and whatnot, but every game, and I mean EVERY GAME, I do in team builder has someone Bronze 5 or not even level 30 yet.
