I think that's called Custom Games. Hit level 30 and try ranked.

I've been reported so many times I think even Riot's systems have lost count by this point. I think being reported in a video game is a laughing matter and usually I haven't done anything bannable so it's no reason to enjoy the game less.

In my experience, it's "angry bronzies whose self-esteem and enjoyment of the game are dependent on pub-stomps on smurf accounts", it's usually those kind of sad people. I do feel for you and think it would be nice though.
