Team Builder Mode should be put back to all levels or at least reduced to much lower level

I always played team-builder on my account and then made another account and played also on team-builder but then team-builder became disabled until level 25. This is really frustrating because on blind pick which is the only thing you can play unless you own 16 champions has so many people that want the same lanes as others. Many times I have to not pick a champion because people that don't call lanes first go wherever they want so it basically ruins the game before it has even started whereas in team-builder you can leave or make a group without given a penalty for not choosing a champion in blind pick. I'm not sure if this is a way to make is annoying for smurfs because it is very annoying to me but if it's not, I just think Riot made a poor choice by doing this. Also, on blind pick, there is often that one person who is inactive when a match is found. I just don't understand why they closed team builder for lower levels.
