Ranked : team builder as champion select (for solo/duo queue)

I was thinking about a thing : generally, in ranked games, we are not playing the champion we want to play because of pick order or teammates prefs. I propose to create something like team builder for ranked games, so you can pick the champ you want to play and wait for other players to fill in the remaining lanes and roles of your team. Of course, duo are possible but not more, because my proposition would be for solo queue. Could this ever be a thing?
