Will our Season 4 preseason ranking effect our seeding in Season 5 provisionals?

I just read the news while my client was patching and was wondering this. Am I wasting my time trying to climb out of my current division/tier or will doing so help me be placed into a higher one?

if i remember correctly the higher you get up the higher mmr will be in season 5 and i believe higher chance of getting a higher ranking
