Short term benefits once ranked team builder is released?

In my opinion team builder solves most to all of my problems with draft pick but the issue is nobody uses team builder. It takes slightly longer so nobody used it and it never caught on. Once ranked team builder is released I really think it would be wise for Riot to do something like team ip but to a lesser degree for a few weeks to give it some steam. I'd hate to see ranked team builder to fail as hard as normals team builder.
