It's a graphics error. It shouldn't happen too often. If it is (as in almost every game), then try updating your drivers. Beyond that I don't know what to tell you.
Blue's often associated with either a regular graphics or texture glitch (except for the base and teammates obviously). This stuff is pretty rare so don't expect this often.
