Azir glitch in dominion still works

on release, azir was able to go get out of the spawn zone before anyone else. apparently this is still possible. riot pls

related, is abusing that to get a capture point early considered against the rules? and if so, how do I report this? there's nothing in the post-game report that seeemed fitting
