Add reflections / water interactions to the river

I suggested this to a Rioter in a Reddit thread and they said that they were considering this as a feature.

My thoughts are that the river on Summoner's Rift looks like just another piece of land despite being such an important landmark. For users with higher quality settings, some more water-like interactions such as splashes and reflections could really help sell the SR experience.
