Nemesis DODGE and strategy

I've been in queue for like 30 minutes now, actually literally 30 minutes. I got one match in and it was good, but now people keep dodging and dodging. If you don't already, please punish people for dodging like you do in ARAM. It's really annoying when the enemy team has evelynn, zilean, skarner, urgot, and whatever else people hate playing.

Also, as a general strategy, just counter-counter pick them. IF they give u evelynn, find who she's good against and give it to them. Or if they give you caitlyn, pick for them someone who does bad against caitlyn and vice versa (Champ select website helps)

What strategies have been working for you guys?
