Just went for an urf game thinking yasuo is gonna be really broken and fun, spamming Qs and tornados. BUT! When I load in his Q is on a 4 second cd! Is this the real April fools day prank?! Had no chance against all the urfinized champs on the other team
You get 80% CDR in urf mode.
Yasuo's Q is unaffected by CDR, it only reduced with attack speed.

Yasuo's q is completely unaffected by CDR. Its only affected by yasuo's attack speed
If it was affected by CDR, Yasuos in URF would be broken. 0.8 CD means you can throw down a whirlwind(every 3 seconds-ish) before they even process what just happened.
The real question is why is attack speed still capped at 2.5?
