How does this bonus work?

Does this mean I get matched with a team with a better ELO? Do I get matched against enemies with a lower ELO?

I was wondering this and to be honest I didn't notice a difference to who I was against.

Technically neither, you're placed against a similar MMR, but against people who are still considered new to the champion/role at the same level you are.

So say you lock in Ahri mid, for the first time, but are gold, you'll get matched against people who have the same sort of win rate in team builder over all, but are also trying out new champions. So it's likely you'll get placed against high silver up, to low platinum, and everything inbetween.
