Don't allow new Ranked Teams in the last month

It's bad enough that Plats/Diamonds are constantly remaking their teams over and over throughout the season, messing with Bronze/Silver/Gold matchmaking. But can we at least have the last month of the season to actually get placed correctly?

Alternatively, only match teams created in the last month against each other until they have at least Gold MMR.
