Lower level requirement for team builder

I recently started playing league again with a friend who is very new and I'm not the best but can hold my own for a veteran and playing in blind pick is the worst experience I've ever had playing league I played a game earlier and someone literally sat at our nexus spamming because he didn't want to go mud and he was the only one with a mid character and refused to play and it just makes the ge less fun not being able to secure a role that you will enjoy and makes the game lose some of its strategy rating from me because people randomly fighting for a lane is very inefficient
