I'm pretty sure Riot put the new map on team builder purely so their stats will show people played this crap. You just wait for it, in the next few weeks/months riot will release numbers for team builder and pretend they are legit and it's a success.

No, it is to let people try the new map and to fix bugs like the lag issue.

Team builder is also good for trying out new champs and metas.
