Will Captain GP be a legacy skin or a regular skin?

Greetings Rito! Fantastic work with the ongoing Bilgewater events, this certainly is the best event i've seen on league so far. So many turning tides! I have a couple of questions,

1. Will Captain GP be a legacy skin or will it be a regular purchasable skin for those who didn't manage to play GP during the event (insta-lockers OP)?
2. Why is the GP base model and splash getting a visual modification as per the Burning Tides events, but MF is only getting a skin to depict her rise? Just curious to know if there is any back story or reasoning behind that.
