I can see it but... the voice... while similar. I don't know. Specifically when he says "today" in "the monsters of today".

Wait... he did a voice in Dragon Age: Inquisition. Maybe that's where I've heard it before.
A quick look at IMDB says he was 'Additional Voices', which doesn't help much but at it might explain why it sounds familiar (played that game enough). But he easily fits the role of Swain and as he's done VG voice work before, it works there too.

It's not really that important to find who the voice actor is, nowadays with a little editing anyone can do any type of voice without the need of talent
His voice sounds similar to Terenas from WoW. If that's the case, then they must've got Earl Boen to voice the new Swain!
