It's Christmas time, my questions need answers!

I would like to preface this with the fact that I am a bronzie that just started a couple months ago so I don't know what happened last year. So, I fully recognize that Christmas is over a month away however I have been wondering, is all of the Holiday skins are planned to be released, including the first two years, which are now deemed as legacy skins? I have been wanting christmas Zilean and Nunu for quite some time and, after some research, found out that they are legacy and might not be purchasable. Any answers about the sale process for Christmas is much appreciated.
