My theory is that the Fish-Tits are a type of vestigial structure that Marai carry on from their distant human lineage. Much like how some whales have toes, despite them having flippers. Or how humans have a tail-bone and an appendix.
Reverse case of human reproductive organs. If men can have their reproductive organs outside of the body, while women have them inside, then the same can apply here.
Female marai have their air bladders outside of the body, while male marai have them inside. Science!
The Vastaya are offshots of humanity (kinda). The Marai are technically a form of mammal, hence mammaries. Also, because Nami's physical appearance was already established, and she's meant to be a mermaid.
Honestly, I feel this question is best left with questions like "does Xayah have a cloaca for Rakan to get freaky with"
