Is it possible for lore charecters to ever be champions??
For example like senna or shen's dad or the guy who slaughtered Master yis village. Just wanna know

Its actually possible, in fact it has been done before. Lissandra is a perfect example of this.
I mean, Illaoi was in the lore before her reveal...Does that count?
Yes,this is indeed possible.
was mentioned in the lore long before she got into the game(though to be fair,Lissandra was always in disguise in the lore,so she turned out completely different than what you'd expect)
was also mentioned in Nasus original lore,but came out much later
also appeared in the shadow and fortune-lore piece,though one could see that already as a teaser for her.(I think Maokai and skarner were similarly teased in the JoJ,but not sure when the articles about them came out exactly)

Well, the guy that slaughtered Yi's village is actually Singed, I think.
Supporting characters can be made into champions, but the fact that they are created as secondary in the first place, imposes some special complications for it.
