Star Guardian Borders for the Originals?

For the recent Star Guardian skins, they managed to get special borders for loading into game. Will the original 5 skins (Poppy, Janna, Lux, Jinx, Lulu) ever get borders as well?

And in general, what exactly constitutes for certain skins (like Project, Riven/Yasuo's legendaries, elementalist Lux, etc.) to receive the special border in the first place?
