Why wasn't Reaper Soraka released with the other Harrowing skins?

I always thought it would have been a harrowing skin, is it just slow on the draw or will it be its own thing?

Honesty, no idea. There isn't a splash art for it yet, either. But if it isn't part of the Harrowing set then that means she still has a spot available for a harrowing skin.

Riot's had this historic problem with releasing Soraka skins, so that little curse might be an issue.

Same reason the La Llorona Morgana skin wasn't released with the Harrowing skins last year. Its for some other event

I remember Battle Priestess Soraka, all robed up looking cool, which ended up become Celestine, with its Broodmother hips and hideous horn-crown...thing.

It's not a Harrowing skin, it just happened to have that kind of theme. So it won't be legacy.
