Basically what the title says: If given the choice where would you want to be?
Personally I'd prefer Noxus actually, while I wouldn't want to hurt people they seem a bit more open to one's own beliefs.

I'll have to say Demacia. Yes there are rules, yes there is a hierarchy to follow but you're not under threat of being murdered at night by the Black Rose as part of a dark ritual to resurrect a dark zombie juggernaut. As badass as I'd love to think I am - I know I'll need protection in a time of war, and Demacia doesn't seem the sort to leave its people behind and make sacrifices as part of a ''survival of the fittest'' mentality.
Demacia, because while all the horrible stuff that goes on in Noxus is canon, most of the accusations leveled at Demacia beyond the military drafting (Which Noxus does too) is fanon taken from fanfics.

Honestly, Noxus is probably the best out of the two imo.
1: eats lots and lots and lots and lots and lots of MEAT, I mean, sheet, place might aswell be made of bacon.
2: When shit hits the fan, They're more likely to group up and actually defend as a country than cower in their homes, eating tofu and vegetables.
3: Lets not forget that you got all free rights with reason. if someone so much as looks at you funny, you can decapitate him and claimed that he threatened you.
Noxus, for several reasons
People like to exaggerate how bloodthirsty Noxus is, really it's just the military, they do still have SOME law and order, it's just a little more flexible than in Demacia.
The culture revolves around growing as an individual for the sake of the whole, whether that is physical, mental or emotional strength.
You don't get mugged and beaten up because you're black, latino, gay or trans, you get mugged because they were bigger than you. The whole system is almost entirely free of racial prejudice, unlike Demacia/Piltover. (see Ezreal about that)
Even a cripple can become grand general with enough strength of will and intelligence.
With the Black Rose, military and giant skull-shaped mountain it's about 15 times more interesting than Demacia would be so you'll never be bored.

I'd prefer Demacia, if you just put down the lore into prospective; Riven has left Noxus for them being so blunt and killing many of there own, Sion despises Noxus for what they have done to his people. If people who were considered the best of the best despise Noxus, why would I want to be part of that place.
Demacia.
Rules are bad, but people killing you in your sleep is worse.

I'd pick Demacia, really.
These whole thing about the bad things of Demacia is, to be honest, completely overblown. The Lux Judgment displays one bad thing about Demacia, and I think that this doesn't paint the whole picture of Demacia that it is something formed solely on that one bad thing. Demacia is still pretty honest on its 'protection to citizens' and 'camaraderie'. Embrace both the dark sides and good sides of Demacia and it'll still come up pretty good. Heck, for those who say that Jarvan IV is bloodthirsty... guess what? That doesn't picture J4's whole character, in addition of his eagerness to fight and face a challenge, he's still dedicated to protect his people and held camaraderie in high regards. Look at these:
"Protect the faithful!"
"Stand with me, brothers and sisters!"
So yeah, I proudly stand that I prefer living in Demacia, and proudly say that all these portraying Demacia as super bad just because of Lux's Judgment is just short-sighted and ignorant.

Demacia. I think people overestimate how strict and overbearing Demacia is. Jarvan is a prince, of course he is going to act like that a bit pompous.
Demacia. In Noxus, beheading is a little too common for my taste. Why would I want to live in a place like that
Demacia and Noxus are basically two sides of the same coin from how I see it. Noxus openly admits to their might makes right nature, and Demacia tries to pretend they're bringing about this whole defender of the innocent bullshit that isn't true at all if you look past the surface. Just look at Lux.
Noxus.

Noxus is technically a meritocracy, while Demacia would collapse if it turns out one of their kings is a bastard and we get a war for succession.
For the bad rap they get as the 'bad guys' of Runeterra, Noxus at least allow people to rise above their station. Also even though Riot calls them xenophobic, they're the ones with half their League champs being some form of undead, and they let Morgana set her bakery up with them because she got run out of Demacia and had no place to go! Also their Grand General turns into a giant demon bird. Kinda hard to be 'xenophobic' when your line-up is less than half are humans (guess post-human counts?).
Heck in the original story for Shyvana, her dad was murdered by Demacian farmers. Then people asked Riot if she had Stockholm syndrome or something, why would she fight for the nation that murdered her father, so they retcon into other dragons murdering her father (BRILLIANT /s).
Demacia also practices compulsory conscription; Noxus is militarized but they at least let their citizens choose.
I liked it better when Riot kinda remembered that both factions were sorta gray - Noxus was dark gray, Demacias was lightish gray. Nowadays, it's oooo 'big bads and big goods'.
Noxus stays honest with their intentions. Demacia's trying to hide behind shiny armor. Literally.

Well both have their ups and their downs, but in the end I'd rather live in Demacia. Freedom for freedom's sake is a bad thing but Demacia will offer me just the freedom I need, not more which results in safety. I don't want to climb my way up to the top, I don't care about that. Besides in Noxus, if I tried, I would likely die a shady death and no one would care. No means to rise to power is frowned upon in Noxus whose leaders are mostly self-interested vs the Demacia monarchy's obligation to their people. I don't feel the level of conformity required is enough to suck meaning out of my life.
But if you include other city-states... Ionia or Piltover here I come! Demacia ain't even got a chance.
Although I like Noxus more from a story perspective, I would no way in hell want to live there.
Demacia if i want to be safe. Noxus if i want to live, be it a very short but awesome life.
But if i really had a choice to go in Valoran, i'd become a Void creature and eat stuff in the Voodoo lands to become some sort of dark Void necro-alien.

Mmm. Neither. I want to live in Piltover. I'd be surrounded by people 10 times my brainpower but at least I could eventually learn to run with them slightly. And plus there's freedom but not toxic freedom like Zuan.
Demacia, I am all about truth, justice and every citizen taking responsibility to work together for their country. Demacia seems close to a utopia while Noxus is nearly in a state of anarchy with all the political assassination, evil cults and murders that go on.

Neither. They're both awful places. See: Lux's Judgement, Veigar's lore (actually, any non-Noxian's lore that involves Noxus), Garen/J4/Xin Zhao's general code of "Justice > Mercy" and their unwavering loyalty to order, every Noxian champion's bloodthirsty attitude, etc. Ionia would be a much, much better place. 
(Bandle City would be cool too though)
It depends on the neighborhood. Noxians like Riven believe people with merit should lead, which is totally sensible; while at the same time, Noxians like Swain and Cassiopeia aren't above manipulating and crushing people underfoot to get what they want.
I'd prefer to be from the Shadow Isles, myself. If I had to pick between Noxus and Demacia, I'd choose Noxus.
I'd prefer to live in the United States of DEMOXIA.
