No,he isn't.

Fiddles gameplay is considered to be ok and they currently only do VUs together with VGUs.

I think the only ones missing from your list are Shaco Volibear and Tryndamere

Riot doesn't make VUs right now, they tend to make VGUs instead so they don't have to make a Gameplay Update after the Visual has happened.
