Are Mantles of Decorum still a thing?

In the game we've only had two champions who have these levitating decorations (for lack of a better word) behind their backs called mantles of decorum that symbolize a person's power and influence in Ionia. Irelia sort of had hers scrapped with her new design which then begs the question, are these still a thing in Ionian culture? Are these now only something an incarnation of Karma can have, being that Karma's the only champion who has this?
